Retries
The CLI retries a request up to 3 times on 409, 429, 502, 503, 504, timeouts and network errors, waiting as long as Retry-After says (at most 2 minutes). Every write carries one Idempotency-Key that its retries reuse, so a retry can't post twice or undo a reaction.
